How can you mitigate the risk of limiting human agency and autonomy, if using such recommendation system? This article provides some first ideas.
One of the aims of DEVELOP is to apply artificial intelligence (AI) planning techniques to recommend learning opportunities for career development. More specifically, DEVELOP aims to identify potential sequences of learning interventions (e.g. eLearning courses, mentorship, changing teams) that will enable an individual to make progress towards the position(s) to which they aspire. This article presents DEVELOP's approach to make plan recommendations scrutable to the individual, which means the recommendations themselves and the reasons for the recommendations should be understandable to human users.

The environment offers services such as the assessment of transversal competencies, the analysis of social capital based on an employee’s virtual social network, career path propositions and related learning activities. Personalised visualisations of potential career paths inform and guide learners towards realistic and attainable careers.

In scope of a privacy and ethical impact assessment exercise (PIA+), DEVELOP created a set of scenarios to demonstrate potential privacy, ethical and legal impacts that might arise from a PLE such as DEVELOP, if careful thought was not given to these issues in the design process. The aim of these scenarios is to identify possible problems before they occur, communicate them to stakeholders, and prevent them already in an early development phase. We are sure this article will be interesting to anyone involved in the design and roll-out of learning and career development environments.
